In line with the state government’s commitment to digitization and as part of efforts to ensure transparency, and eliminate revenue leakages in the revenue system, the Edo State Internal Revenue Service (EIRS) wishes to inform the general public, particularly transport operators in the haulage space, haulage companies, drivers, and stakeholders, of a major shift in our revenue collection modality under the haulage space.

1.⁠ ⁠Phase out and Complete Ban on Revenue Scratch Cards (RSC).

With effect from Friday, May 1st, 2026, the use of physical revenue scratch cards for the payment of haulage fees across Edo State has been banned and phased out completely.

Members of the public are strongly advised against purchasing any paper scratch card, as it is no longer recognized as legal proof for the payment of haulage fees. Anyone caught in the sale or issuance of the abolished cards shall be blacklisted and prosecuted.

2.⁠ ⁠Automation of the Haulage Space

Consequent on the above ban and to simplify compliance as well as ensure a seamless transit experience for all logistics operators, the EIRS has officially automated the haulage space. This new method is fast, secure, and eliminates extortion or harassment on Edo State roads.

3.⁠ ⁠How the Automation System Works

  1. The driver approaches the vendor, gets on-boarded by registration and issuance of a QR Code which he sticks onto the right-hand side of his vehicle’s windshield. 
  2. The vendor funds the driver’s digital wallet using his  Tax ID, phone or vehicle number to make payment.
  3. The QR Code is thereafter scanned with a handheld scanner to verify payment validity within seconds by a Revenue Collector or Enforcement Officer to confirm payment. 

In view of the above, all haulage operators are urged to adapt to this digital transition immediately. From the effective date, any vehicle found operating without a valid, scannable QR code stuck to the windshield, will be deemed non-compliant and shall be liable to sanctions.
